- Backups are saved to iCloud/Shortcuts/Backup/Apple-Shortcuts-backup.zip

There's a weird bug here. Part of the Dutch menu is still there, so there are two restore sections and the English one is incomplete.
Also how do you know what's being restored, if you backed up multiple?

Hmm.... just went through the shortcut again. Besides that my Shortcut is non-English it should show everything in English since the input I've supplied is in English.
I would try a remove/reinstall.
If choosing to restore from Zipped Archive all shortcuts in Zip will be restored.
