Just share your video to this Shortcut via the Share Sheet or run this Shortcut with the URL in your clipboard. You'll be prompted for the hour, minute, and second you want the video to start. Once you've done that, the Share Sheet will appear and you can do anything you want with it.

I've seen similar Shortcuts that do basically the same thing, but they never offered the power and flexibility I wanted. This Shortcut can accept any YouTube video URL in any form whatsoever, even a form that already contains a timestamp. It then let’s you share it to anything on your Share Sheet.
