set wallpaper

I found a workaround as this was not working at first it’s a bug in iOS 13 PB for now THIS IS NOW CORRECTED IN pubic Beta 2 so upadated to correct it.
however I found a workaround and it switches immediately

Pubic beta has fixed the issue of not setting the wallpaper , if you are now on PB2 please update.
