This shortcut doesn't determine the actual status of the device. If someone is still on iOS 12, but their device is compatible with iOS 14 (when it releases), then this shortcut will tell them it's not compatible just because they aren't on iOS 13 currently.

This shortcut is not really serious way to check if your iPhone really supports iOS 14. As mvan231 explained does it just check if you’re on iOS 13, so if your iPhone is on iOS 12 but is compatible with iOS 14 this will not work :)
