This Shortcut will create a new list in Actions unless it already exists.
The Shortcut takes a list title as input, but will prompt the user for a title if none is given.
It then uses the Actions custom url scheme to create the new list:
mskactions://x-callback-url/addlist?listTitle=<urlEncodedListTitle>
